La Libertad Avanza achieved the majority rulings for the Base Law and Starting Points of the Argentines and the Tax Agreement Law with the accompaniment of the so-called dialogue blocks. These are the PRO, the UCR, We Make Federal Coalition and Federal Innovation. But the frenetic meetings of recent weeks and days in Congress did not completely close the differences that still persist in various sectors, inside and outside each of the groups that collaborated with the ruling party.
With the call of the president of the Chamber, Martin Menem, to the special session for next Monday at 11 in the morning, these discrepancies will echo in the Congress hall. And several already anticipated it with their signatures dissenting in the different proposals.

The points that divide the radicalism of Rodrigo de Loredo
It was the block that had the most meetings with the ruling party in Congress, read Martín Menem and Gabriel Bornoroni. And with the Casa Rosada officials, from the Chief of Staff, Nicolas Posse; the Minister of the Interior, Guillermo Francosand the secretaries Jose Rolandi and Carlos Guberman. The president of the radical bloc, from Loredo, is going through a complex situation of balance with internal differences. This was seen in the call for a special session that UxP held this week to discuss the increase in the university budget. In contrast to the position of the Cordoban, 14 radical deputies came down to the premises. To such an extent that in the opinion of the Base Law, of the 16 radicals, two did not sign: Fernando Carbajal from Formosa and Pablo Juliano from Buenos Aires.
But in the plenary session, the UCR He marked his dissidence on some issues: the tobacco tax, union contributions and the Regime for Large Investors (RGI). The vice president of the bench, Karina Banfi, said: “from radicalism, we have incorporated labor modernization into the framework of this debate. It’s key. When we talk about the lack of growth in the industry, regulatory frameworks regarding labor are clearly an obstacle. Our proposal is based on looking at the work of the future, where we stand today and where we are going. And mainly the dissidence that we are going to raise has to do with eliminating the union solidarity dues. “That restricts freedom of association and we are going to defend it on campus.”
For his part, Lisandro Nieri pointed out the position on the tobacco tax: “We insist on the need for the same tax treatment for taxpayers who are exactly the same. We have an opportunity to bring the tax burden on a product that is harmful to health closer to international standards, and at the same time correct the horizontal inequity that causes similar taxpayers to face different tax costs.”
And in the Incentive Regime for Large Investmentsradicalism demands that the minimum amount to be invested be lowered in order to incorporate regional SMEs.
The Pichetto bloc, with different opinions
The former national senator’s bench is made up of 22 national deputies, but between them there are strong counterpoints in the treatment of Omnibus Law. These differences were reflected in February when the law that proposes was discussed for the first time Javier Milei. Pichetto participated in the meetings with the Executive ministers and with Martin Menem. Thus, he accompanied the opinions of the projects together with Emilio Monzó, Nicolás Massot and others.

But in his bench the differences are raised with the minority opinions presented by the socialists of Santa Fe, Mónica Fein and Esteban Paulón. ”The new law sent by the Executive still does not prioritize the urgent issues for which it calls us to declare an emergency: inflation and stabilization of the economy. We are going to accompany you with some of our own proposals. We understand that the country is going through a deep crisis. In our opinion we give the government the necessary tools to confront the crisis, but in a different sense than that suggested by the Executive and they include promoting employment and organizing the public debt,” said Deputy Fein. While Paulón expressed that “we are convinced that these extraordinary tools, plus all the legal tools that the executive already has, are sufficient to face the critical economic, social and administrative situation inherited of at least the last decade.”
In their opinion, the socialists refer to the Labour reform: “We are willing to debate necessary modifications to labor legislation, but we understand that they cannot be regressive, nor approved in a brief debate behind closed doors of the actors involved. It is not just about adjusting or updating some regulations; we must embrace a transformation that encompasses social security, health and strengthening of collective labor rights.”
But in the block Pichetto Six deputies who belong to the Civic Coalition of Elisa Carrió. There, its president, Juan Manuel López, as soon as the debate began in the plenary session of the commissions, he announced that they would present their own opinions. “This Congress is in debt and all political parties are in debt. The deputies of the Civic Coalition we are going to present our own opinion, that on many issues it will coincide with the opinion of the majority. We are going to clarify an emergency in the matters that the ruling party has requested, but we are not going to vote for the two remaining delegations. We are going to accompany the chapter of public employment, which helps the President modernize these issues, but we cannot delegate powers to this President or any other. It is a very great power for a President who on some occasion denied his own signature, for example, when a 48% your salary a few months ago. We prefer that every time the Executive Branch needs something, it asks this Congress and we will give it to them,” he stated.

Representative Mónica Frade had anticipated that the Labor Reform “lacks time for discussion, a reform requires a lot of treatment.”
The ruling party will seek to achieve the half sanction next week
The debate is now ready. It will take place on Monday and Tuesday of next week and President Javier Milei could have his first parliamentary victories. The need for agreements led to last-minute modifications, such as removing the company from the list of privatizable companies. National Bankadded to the money laundering and income tax proposal.
And also look for a labour reform that, despite the proposals of various political blocks, does not generate even greater conflicts with the CGT. The claims of each block and each sector will be presented again in a few days in the Chamber of Deputies.
